Report only confirmed, source-backed items from the last 24 hours: NWS excessive heat, heat advisory, extreme cold and wind chill warnings by region with start and end times and HeatRisk levels; cooling and warming center openings with addresses and hours in cities over 100,000; utility shutoff moratorium triggers and emergency bill assistance openings by state; school closures and outdoor activity restrictions; state and OSHA worker heat protection rules in effect; ERCOT, CAISO, PJM, MISO, NYISO and utility grid emergency alerts and conservation requests with times; and official heat illness, frozen pipe and carbon monoxide advisories. Prefer NWS, city emergency management, state utility commission, grid operator and school district sources; ignore forecast speculation beyond 3 days. Put the region and the dates first in the title.
