Report:
1. Upcoming items in the next 14 days that change money, land use, rules, or services: zoning and
   development applications, fee and rate changes, contracts over $100,000, ordinances,
   school boundary, calendar, or budget decisions.
2. Votes taken since the last run: the item, the result, the vote count, and who dissented.
For each, give the meeting body, date and time, agenda item number, the street address or
neighborhood affected, the dollar amount if any, and how to comment (deadline, email, or in person).
Link the agenda packet or staff report page. Put items with a comment deadline first.
Run the morning after any scheduled meeting as well as on the scheduled days.

Exclusions:
- Proclamations, ceremonial items, and routine consent items under $100,000.
- Opinion on how anyone should vote.
- Names of private residents who spoke at public comment.
- Rumors about items not yet on a published agenda.

Output format for every finding:
1. Headline of 12 words or fewer, stating the fact.
2. Summary of 2 to 3 sentences: what happened, who, when, how much.
3. One sentence on why it matters to this Tab's followers.
4. Primary source link and the source's own publication date.
5. Entities: company, ticker, agency, city, or person, as applicable.
6. Confidence: confirmed by primary source, or reported by secondary source only.

Quiet runs: a run with nothing to report still files a zero-result run receipt with a one-line reason.
Deduplication: never re-post an item already in the Tab unless a material fact changed. Say what changed.
